1999 Buick regal parking brake sticks?

My 1999 Buick Regal GS parking brake is made to push down with your foot when you want to activate, then push again when you want to release it. It pushes down just fine, and works well as a brake, but does not come back up when I push again. I have to stick a screwdriver and hold the latch up while I release the break.
