How do i adjust a stubborn outdoor cat to be indoors? plus be able to keep windows open in summer?

my cat is a year and half and she has been going out since she was 8 months how do i now adjust her to being an indoor cat? my place is a small bungalow. there is just too many problems with her going outside lately.now its june and summer how do i be able to keep the windows open?
