My father has left his share of his property (in the UK) in his Will in trust to his grandson?

My mother who owns the other half of the property has dementia and will soon have to go into a care home. The local authority cannot force a sale as the house is held in trust. My son has cerebral palsy and could use the property as a residence in the future as it is a bungalow. In the meantime it could be rented out to raise money for care home fees. Would the local authority insist on a charge being put on the property in these circumstances.
