Is a honda civic si a ricer car?

My dad was talking about it the other day, about how it has a 200 horse 4 banger, blah blah bllah. when he was done i went: " ok, just be sure to stock up on rice if you do get it". he then said that is was not a ricer car. ( hes definately not a ricer himself, he owns a supercharged buick regal gs and a '73 chev truck with a cammed 454). we then argued if it qualifies as rice. what do you think?
